Nope, ZV plates (without any other letters) are reserved for used imports more than thirty years old and apply to the whole country.

They’re optional, the default is to have current type plates showing the year of first registration abroad.

I was actually referring to the 207 behind, but the ZV plate is pretty interesting - in all the 7 years I lived in Ireland I very rarely saw it.
